Leveraging its abundant natural resources, Algeria is focusing on the development of solar energy as part of its energy transition goals. By the end of 2023, Algeria had 437 MW of solar generation capacity installed, but the government has set a goal of reaching a production capacity of 4 GW by 2025. Building on the Solar 2,000 MW and Solar 1,000 MW programs launched by Algeria’s state-owned company Sonelgaz, which include a wide range of solar energy initiatives, the government aims to diversify its revenue streams and reduce reliance on natural gas, which is currently primarily used for power generation in the country.
780 MW Solar Plants – CWE, HXCC
A Chinese consortium comprising China International Water & Electric Corporation (CWE) and China Nuclear Industry Huaxing Construction (HXCC) began constructing five solar power projects totaling 780 MW in September 2024 as part of Algeria’s Solar 2,000 MW program. The projects include a 220 MW plant in Batmet, a 200 MW plant in Gueltet Sidi Saad, another 200 MW plant in Douar El Maa and two 80 MW plants in Abadla and Ouled Djellal Wilaya. To support these developments, the consortium has supplied Astronergy n-type TOPCon solar modules, integrating advanced technology into Algeria’s renewable energy expansion.
362 MW Hassi Delaa Solar Plant – Özgün İnşaat
Under the Solar 1,000 MW program, Turkish firm Özgün İnşaat launched construction for the 362 MW Hassi Delaa Solar Power Plant in Laghouat province in March 2024. Özgün İnşaat is responsible for key aspects of the project, including facility integration, electrical transmission systems and energy infrastructure development. This includes surveying, engineering, procurement, construction, installation, training and commissioning of the solar photovoltaic plant, as well as establishing 220 kV substations and transmission lines. The plant is expected to be completed by late 2025 or early 2026.
300 MW Oued Solar Plant – CSCEC
The state-owned China State Construction Engineering Corporation (CSCEC) began building a 300 MW solar power plant in Algeria’s Oued Province in March 2024 as part of the Solar 1,000 MW program. The project is slated for completion by late 2025 or early 2026. Simultaneously, CSCEC also commenced construction on a 200 MW solar power plant in El M’Ghair, situated in northern Algeria.
300 MW Ouargla Solar Plant – COSIDER
COSIDER Canalisations, a subsidiary of the COSIDER Group, begun constructing a 300 MW solar power plant in Ouargla Province in March 2024, along with two additional plants in Touggourt and Béchar, with capacities of 150 MW and 250 MW, respectively. These projects, part of the Solar 1,000 MW program, are undertaken in partnership with Fimer, a company that specializes in photovoltaic inverters and energy systems. They are expected to be completed within 12 to 14 months.
220 MW Biskra Solar Plant – PowerChina
Utility company PowerChina commenced construction of the 220 MW Biskra photovoltaic power plant in April 2024, in Bir Naam in the Biskra Province, as part of Algeria’s Solar 2,000 MW program. Scheduled for completion within 16 months, the project is set to generate over 600 jobs during construction, boosting local economic growth and advancing Algeria’s renewable energy goals. Upon completion, the project is expected to generate approximately 400 million kWh of clean electricity annually. Additionally, PowerChina has been awarded a 150 MW solar project in Khenguet Sidi Sadji.
