South Africa’s Department of Mineral Resources and Energy (DMRE) has signed a service-level agreement with the PMG Consortium – comprising engineering firm Pacific Geotech Systems; educational body MITS Institute; and environmental management firm Gemini GIS & Environmental Services – for the design, implementation, maintenance and support of a new mining licensing management system for South Africa.
The new licensing system, named Project Indwe, is poised to heighten transparency in the application and processing of mining rights, permits and licenses in the country.
Project Indwe will provide users with accurate and authoritative data while enabling potential investors to access project information – such as licensing availability and ownership details – required for submitting mining license applications.
The first phase of the project is poised to begin in early-June and will involve project planning, analysis of the current system, preliminary design of the new system and the set-up of IT infrastructure. Once the system has been successfully configured and developed, it will start operating on June 1, 2025.
The project will be piloted in the Northern Cape Province before moving on to other regions in the country.
The DMRE announced the PMG Consortium as the preferred bidder for the licensing system in January 2024.
