All Bitumen Cameroon has signed a Memorandum of Understanding (MoU) with the government of Cameroon to accelerate the development of an integrated bitumen production and oil refinery plant.
The 161 billion XAF project will produce 230,000 liters of diesel per day and 250,000 tons of bitumen, addressing the growing demand for bitumen in road construction and ensuring energy security in West and Central Africa.
Speaking at ARDA 2025 in Cape Town, Ahmadou Oumarou, CEO of All Bitumen Cameroon, announced that the MoU grants the government of Cameroon a 15% stake in the project.
The facility will be co-financed by Cameroon’s Ministry of Finance, under the terms of the MoU, which includes an initial capital loan from the African Export-Import Bank. The project’s total financing will consist of 20% equity capital and 80% loans.
Feedstock for the bitumen plant will be sourced from 68 hectares of land in Cameroon, with additional supplies from regional markets, including 300,000 tons from Nigeria.
